This is not a pardon. It applies to certain non-conviction records — situations where charges were laid or an arrest occurred, but no conviction resulted. This includes withdrawn charges, acquittals, stays, discharges (absolute or conditional after the discharge period), and similar outcomes.
A destruction or purge request is typically directed to the police service or RCMP detachment that laid the original charge. Each agency has its own process and discretion.

Criminal Rehabilitation is an IRCC process designed to address criminal inadmissibility for individuals seeking to enter Canada or apply for immigration status. If you have a criminal record from outside Canada — or a Canadian record that renders you inadmissible — this application can resolve that barrier permanently.
